In theory 8 could work since China is so huge I mean Japan's not even that huge and they have 5 groups already (or 6 if you count nogi) I'd prefer at the most 3 groups (so shanghai, beijing and guangzhou) though and maybe an affiliate in Taiwan but that's it. I feel like any more groups might become insanely congested with no real stars being made because there are so many girls coming and going. It could also leave a bad impression on the Chinese public if they keep seeing so many groups pop up; it could turn into boredom and even resentment so I hope 9style really thinks about this seriously. I also think once SNH accepts the 5th gen girls, they should either stop recruitment for a year or two, debut another sister group and then implement the draft for SNH instead. Possible 8 could be 1.
