Honestly they've been doing pretty well at holding onto members these days, they've barely lost any core members of teams in the past year (the ones that leave are generally the ones who don't perform in stages) The other is Liu PeiXin who is on hiatus I think
They danced WITH some nobody boy group that debuted in late 2014 called Fresh. Most are still counted new until they release their first EP and properly their debut album. So they pretty much count, especially if you look at the history of people winning rookie awards, there are singers that debuted in 2005 winning rookie in 2010 etc. Sometimes these awards exist for the sake of giving someone an award, like the policy of if you don't turn up you don't get anything despite actually having the most winning votes. That's why most Cpop acts release a debut album when they debut, rather than singles. Thats how it was in the 2000s. That award show despite it being a mess is known as the Chinese grammys....Their previous winners are huge huge stars in the Cpop world.

I don't like "TEAM X"....totally nonsense. It seems that Japanese didn't authorize them to use "4II". But the better way is to launch the KKS system rather than this "X" team.....Considering there are only 16 members in HII and other two teams also have this "Membe shortage" issue, I don't know why they still choose to make a new team....
