The original term is Zones because they where different geographically from the DVD regions.
Everybody got lazy and never bothered to change there websites, now all is mangled up.
People might still get into trouble for example: DVD region 2 includes Japan and Europe but nor America, Zone A(=1) is Japan and America(s) but not Europe.
Region 1 is not the same as Region 1, you need to qualify with 'DVD region 1' or 'BluRay region 1'

No games, the other things publishers seem to want limited to regions...

I can understand that translation are for certain regions only, law makes that age rating differs so no idea actually how they want to do that part.

Don't be fooled: the PS4 has DRM when a publisher wants it.

Unit Matsuri 2013 was held the day before Request Hour 2013. Was this concert or the UM2012 ever released on Blu-ray or DVD individually? How come they didn't include in on the RH box sets?

As for why they are not added into the RH box, I believe it's because most people buy the RH box solely for the 100 songs. You don't want to pay more (since it's already expensive) for extra songs (that aren't ranked) sung by the senbatsu level girls again right? But yet again I'm not entirely sure about the reason.
