This "obstruction of business", is it something like the term "disruption" in startup concept?

 

According to the small Japanese Wikipedia article, 営業妨害is conduct that hinders the activity of people carrying out their business, whether intentional or unintentional. It's not a formal legal term, so an action that people would call “obstruction of business” needs to actually violate specific laws to be illegal. Examples listed include spreading false rumors, fraud, obstruction by force, damaging computers(?). An example I found online is a deer standing in front of your store, blocking the entrance.

So the most obvious thing would be strengthening laws against tabloids hounding idols. But Kana could mean other things like general fake news, hacking, leaks, weird fan behavior, yakuza, or even stuff like corruption or pollution, if you really want to expand the definition.

I didn't interpret it like that at first, but now I read it again, I can see the encouragement.
