In retrospect it should've been obvious, but I just realized Manatsu is named Manatsu because she was born in summer. “Manatsu” is usually translated “midsummer,” but it’s more like the "height of summer” or “hottest part of summer.” Although her birthday Aug. 20 seems pretty late for manatsu... So yes, whenever they mention Nogi’s Summer Tour, they are actually saying Manatsu no Zenkoku Tsuaa, “Manatsu’s National Tour.” Also, Hazuki (8/23) was probably named after the traditional Japanese calendar’s name for August, 葉月 Hazuki the month of leaves, referring to when the leaves start to fall.
