Does the stands hint that there will be 5 members in this song?
At least four are confirmed: Paruru(C), Jurina, Sakura, and Riripon.
All of them are considered top tier members from each group. (with a lil' push)

It's clearly Riripon! Even though I am really glad myself, I still feel like this song should only feature SakuParuJurina trio...

Also, we can notice that Riripon had her hair cut too! Whereas in Hokori no Oka, AKB Festival, and Heavy Rotation she can be found with her Early 2015 long hair

I really hope that the next song will be Zankokuna Ame!

Oh i think it's not, what is inappropriate so far are rumors without accountable sources. Even then, rumors could lead to another discussion. What's with the pv screenshot for me is 'useful' or 'informative'.

Why AKB surprise using NIII Stage Setlist?

It is indeed the opposite.
It is the Team NIII who uses the Team Surprise 3rd stage songs.
For some reasons (slot machines construction or distribution issues maybe ?), the songs are only shortly revealed now. And it's still unknown if there will be any kind of CD release, be it singles or album.
