Basically the info are:
1st concert is going to be about AKB48's history.
- Only fanclub members can vote for the RH30
- They didn't really say anything about the 3rd concert, it looks like there is no defined plan yet.

 

I'm not 100% certain that only FC members will be able to vote for RH30, however there'll be an exclusive voting period for members from 18:00 JST on 8/15 to 23:59 on 8/23:

Members will have one vote for every 100 points they have in their FC account. Normally 300 points are awarded each time the monthly subscription fee is paid but an additional 300 will be awarded on 8/14-8/15 before the voting period opens. Anyone who is not yet a member will receive those 300 points if they join up before 17:00 JST on 8/14.

As for the voting itself, it was announced in the broadcast that songs from the following Theater stages will be eligible:

• A1-7
• K2-6
• B3-5
• Team 4 2nd & 5th
• Juuryoku Sympathy
  
• Himawarigumi 1st & 2nd

 

While it's great to improve FC member number, that's a surprising decision to limit it only to FC voting.
I was fully expecting the voting rights to be included with the 62nd single as well to boost the sales like how SKE48 did recently.
Strange decision, can't think of any reasoning behind it....

 

My guess is that there'll still be voting tickets with the 62nd single but this is simply a short-term way of boosting FC membership numbers. (The SKE48 RH has FC voting in addition to that for CD purchasers.)

 

My guess is that 47 will win it anyway.

 

Maybe that's why Eito stages aren't included on the eligible list

AKB48's "Graduation Rush" Doesn't Stop... Behind the "Abnormal Situations" That Are Neither Scandals nor Misbehavior <24 people this year alone>
AKB48's "graduation rush" will not stop. Karen Yoshida (20) announced her graduation at a performance held at the AKB48 theater in Akihabara on July 18th. On the following 27th, Saki Michieda (19) announced her graduation, making it the 24th graduation announcement this year. The replacement of members is the fate of a large number of idol groups. However, considering that there are about 80 current members, it would be an abnormal situation. Fans don't care. There are also concerns such as "too many graduation announcements" and "how long will the graduation rush last?"

“In July alone, 8 members have announced their graduation: Saki Kitazawa, Kyoka Tada, Amano Kamimi, Hinako Okuhara, Ayaka Takahashi, Hisei Sato, Yoshida, and Michieda. Then, is this year's "graduation rush" the result of the selection of members who would become the seeds of scandals?

'I think not. Some people are repeatedly late for work, but it does not seem to be a problem related to relationships with the opposite sex or love. This year, I think it is more of a "tap on the shoulder. I think they may have decided that it was not in their own best interest to stay in the group any longer.

The fact that many of this year's announced graduation members are from "Team 8," which consists of representatives from each of the 47 prefectures of Japan, is also a good indication of the current situation of AKB48.

When Team 8 was formed in 2002, it was sponsored by Toyota and other major companies, and TV stations around the country were ready to cooperate, but as the group as a whole lost momentum, sponsors left and media exposure decreased. We managed to keep replacing members, but at the end of April of this year, we suspended our activities as a team," said an advertising agency official.

　Team 8, with members in all parts of the country, was a groundbreaking group, but as the group's operations became financially untenable, it became a "drag" on the group.

In the heyday of the group, there was a "bubbly" situation in which veteran staff members would travel with Team 8 on local activities, even though they had no specific duties to perform. We were also doing a lot of shows at shopping malls and the like, without regard to profitability. Looking back, I realize that the expenses for transportation, hotels, etc., were not half of what they could have been, and the "debt" only grew. I simply couldn't handle it anymore.

The long-standing "team system" will also be suspended.
　Not only Team 8, but also the long-standing "team system" will be suspended, as it was announced at a concert in April that the team system and captain system, which have been synonymous with the group since its early days, will be suspended starting this fall.

AKB48 began in 2005 with 'Team A,' which included Takahashi Minami and Maeda Atsuko. There was a bee-yeat rivalry with 'Team K,' including Yuko Oshima, and 'Team B,' including Mayu Watanabe (now retired) and Yuki Kashiwagi, ....... Many fans followed to catch a glimpse of the differently attractive members. The team system is the prototype of AKB48 and its history itself.
The fact that the team system will be suspended is, after all, quite extraordinary.

I think there is an intention to cut costs. Considering the fact that many members graduated from Team 8 when it was suspended, there is a good chance that there will be more graduation announcements after the suspension of the team system in the fall. I hear that many members have already been approached by the management about graduation since the beginning of the year. The members who can expect to sell well at handshaking events and merchandise sales will be retained to make the organization more "muscular". There are promising young members in the 17th term who joined last year and the 18th term who joined this year. It will be a "painful reform" to survive.

　AKB48 is entering a new phase this year with the arrival of a new "graduation rush" and the parting of the ways with the team system.
