I think because this is something like a commemorative song for Komuro Tetsuya return to the music industry. He is one of the top hitmakers in 90's. So, it's a good thing that Nogi receives the song from him. You can see the music/song genre he made on his Wikipedia page.

As for 26th single, this is just my theory, I think management still in the middle of sorting out the 25th HS event. They keep postponing it, right? So, we have at least 1.5-2 months until the end of August to find out about it. If they cancel the HS event, there is possibility that the 26th will come. Maybe, they will use a new HS format, like online HS? In short, we need to wait until the 25th HS event schedule is fixed.
