They let team J has less than 16 members. They don't want to promote trainee to J just because there is/are vacant spot in J. They want trainees who are willing to get promoted to J to do their very best. Doesn't want the promoted girls just wither away in J without blossoming. They basically want the very best trainee to get promoted. Not to get promoted to graduate shortly after.

I think I didn't do a good job interpreting there.
